Was ist ein EBPOC?

Erfahrungen mit der Nasa und wie man lernt, was D-U-N-S, NCAGE code oder CCR ist

Es war einmal … Nein, so fangen Märchen an, aber das, was hier berichtet wird, ist die unerbittliche Realität im Jahre 2005. Es ist die Die Geschichte von einem, der auszog, um für das Max-Planck-Institut für extraterrestrische Physik eine NSPIRES-Registrierung zu erhalten.

Alles begann mit einer Email der NASA vom 5. März 2005, in der der unschuldige Satz stand.

If you intend to submit a proposal to NASA in response to any NASA Research Announcement (NRA) or Announcement of Opportunity (AO) including any of the 60 program elements in ROSES-2005 (formally the NRA titled "Research Opportunities in Space and Earth Sciences") then please note the following.

NASA has updated its proposal submission and evaluation management software to a system we call NSPIRES (replacing our outdated SYS-EYFUS system). In order to submit a proposal to NASA (a) you must register as an NSPIRES user, (b) your organization must register as an NSPIRES organization, and (c) you must successfully affiliate your user registration with your organization's registration within NSPIRES.

Da unser Institut viele (erfolgreiche!) Beobachtungsanträge (Proposals) bei der NASA stellt, ist das eine wichtige Neuerung für uns. Ich wollte das deshalb an den Assistenten der MPE-Geschäftsleitung weitergeben, denn ich dachte, er hätte das eventuell schon gemacht oder auch diese Email erhalten. Doch er wusste nichts davon, aber wollte sich darum kümmern. Bald darauf, nachdem er sich im Sekretariat der Geschäftsführung erkundigt hatte (mit der Auskunft, auch da wisse man noch nichts davon), kam der Job zurück an den "Webmaster, der ja viel mehr Erfahrung mit solchen Dingen hat".

Gut und schön, das kann ja nicht so schlimm sein, dachte ich.

Anfang April - es war nicht der 1. April! - wollte ich das einmal an einem Nachmittag erledigen.

Wie angegeben führte ich erstmal ein Log-in bei NSPIRES (NASA Solicitation and Proposal Integrated Review and Evaluation System) aus, bei dem ich ja aus früheren Zeiten schon als User eingetragen war (damals, 2004, ein Prozess von wenigen Minuten).

Dann zu "Register a New Organization".

Hier stand als Voraussetzung für das Eintragen einer Organisation (= Institut?) das Folgende:

Registering with NSPIRES will enable your organization to manage and administer proposals to be submitted to NASA and awards received from NASA. For security purposes only the Electronic Business Point of Contact (EBPOC) or Alternate EBPOC, as listed for your organization in the Central Contractor Registration (CCR, www.ccr.gov), can register his / her organization. The EBPOC or Alternate EBPOC will be asked to fill in some organizational information, print out the Organization Registration Request and Authorization form, have it signed by the Organization Authorizing Official and send it back to NASA. Upon receipt of this form, your organization's registration will be activated. The person requesting this registration (i.e. EBPOC or alternate EBPOC) will become the Organization's Point of Contact (OPOC) for NSPIRES. The OPOC will be granted all organizational privileges within NSPIRES and can then facilitate in setting up the organization's NSPIRES account / privilege structure to best meet the needs of your Sponsored Research Office personnel.

Hm – das bedeutet also, dass ich zuerst eine Registrierung bei der CCR brauche, um EBPOC zu werden und um, was hier nicht steht, eine TPIN (Trading Partner Identification Number) zu bekommen!

Erraten - Klick! Natürlich habe ich mich bei D&B eingelogged (obwohl mir also vermutlich bald eine Menge an Werbung in meiner Spam-Box landet – aber was tut man nicht alles für "sein" Institut). Ein paar Auszüge aus der Registrierungsseite:

An Daten wollten die nur:

1. Legal Name
2. Tradestyle, Doing Business As (DBA), or other name by which your organization is commonly recognized
3. Physical Address, City, State and Zip Code
4. Mailing Address (if separate)
5. Telephone Number
6. Contact Name
7. SIC Code (Line of Business)
8. Number of Employees at your location
9. Headquarters name and address (if there is a reporting relationship to a parent corporate entity)

Gott sei dank war die SIC Code-Nummer online auswählbar und die Max-Planck-Gesellschaft als Headquarter schon ein eingetragener Geschäftspartner!

Innerhalb von 5 Minuten nach dem Absenden des ausgefüllten Web-Formulars bekam ich dann per Email unsere Nummer zugeschickt:

Jetzt weiß ich wenigstens, wie und wo ich Weitblick bekomme! Der nächste Schritt war die CCR-Registrierung!.Gleich in der 3. Zeile braucht man den CAGE/NCAGE Code ?!?!

Aber es gibt einen Link, um diesen zu suchen!

Der Link führte mich zum BINCS. was das ist?

The Business Identification Number Cross-reference System

BINCS is a search engine of manufacturers and suppliers. Information in this system is cross-referenced to permit inquiry by CAGE, DUNS, UPC, Company Name, Phone Number, SIC Code and ZIP code. Information about the supplier is returned from the CAGE File, the CCR File, the Joint US/Canada Certification Program and UPC data from the Universal Directory of Commercial Items (UDCI). BINCS provides linkages to each of these source systems for an expanded view of the trading partner's profile.

Das MPE war natürlich nicht aufgeführt, die Nummer aber war "mandatory". Was ist eigentlich der CAGE/NCAGE code? Und wo bekomme ich den her? Also zu den FAQs bei BINCS:

WHAT IS A CAGE CODE?

A CAGE Code is a five (5) position code that identifies companies doing or wishing to do business with the Federal Government. The format of the code is the first and fifth position must be numeric. The second, third and fourth may be any mixture of alpha/numeric excluding I and O. All positions are non-significant.

WHY DO I NEED A CAGE CODE?

The code is used to support a variety of mechanized systems throughout the government. The code provides for a standardized method of identifying a given facility at a specific location. The code may be used for a Facility Clearance, a Pre-Award survey, automated Bidders Lists, pay processes, source of supply, etc. In some cases, prime contractors may require their sub-contractors to have a CAGE Code also.

HOW DO I GET A CAGE CODE?

Supplement (DFARS) have been amended to require contractor registration in the Central Contractor Registration (CCR) database prior to the award of any contract, basic agreement, blanket ordering agreement or blanket purchasing agreement, unless the award results from a solicitation issued on or before May 31, 1998. Having a CAGE Code alone is no longer sufficient to qualify a contractor to do business with DoD. Parts 204, 212, and 252 of the Defense Federal Acquisition Regulation.

All CCR registrants are validated through the CAGE system. If you have a CAGE Code, it will be identified and applied to your Trading Partner Profile (TPP). If you do not have a CAGE Code, and are a U.S.* company, one will be assigned to you.

You can register in CCR at http://www.bpn.gov/ccr or call for assistance at 1-888-227-2423.

* Non-U.S. companies: Foreign registrants must have a NATO Commercial and Governmental Entity (NCAGE) Code assigned. If your organization does not already have an NCAGE assigned, for most countries you can obtain one by connecting to Form AC135 http://www.dlis.dla.mil/Forms/Form_AC135.asp. Ah, also NATO! Mal sehen, wie das da läuft.

Ich rief die Webseite der angegebenen Adresse auf. Dort gab es ein Formular zum Ausfüllen, das dann automatisch (!) an die zuständige Stelle im entsprechenden Land geschickt wurde. Im Formular konnte man lessen:

Also habe ich es als "emergency" weggeschickt.

Am nächsten Tag war dann eine Email von der Bundeswehr im Postfach! Und mit der NATO-Nummer!

So, jetzt hatte ich

1. D-U-N-S Nummer 255270694
2. NCAGE Nummer X7564
3. war EBPOC und OPOC
4. und das MPE war DBA von der MPG (MPG doing business as (= DBA) MPE)

... aber ich hatte immer noch keine Registrierung bei der NASA durchgebracht! Deshalb zurück zur CCR Registrierung.

Mit Erfolg! Ich habe eine CCR Confirmation Number bekommen: 5DQWXT, die solange gilt, bis ich die TPIN habe.

Auf fast allen Seiten steht übrigens:

Note to all Users: This is a Federal Government computer system. Use of this system constitutes consent to monitoring at all times.

So, nun frisch ans Werk und bei NSPIRES unser Institut registriert.

Fehlanzeige! Ich habe bei den EBPOCs die falschen Namen eingetragen. Im Formular war nach den "Electronic Business POC Primary" und "Electronic Business POC Alternate" gefragt worden. Ich hatte das so interpretiert, dass das "Business" unser Einkauf wäre. Aber falsch, das muss derjenige sein, der bei NSPIRES das Institut registrieren soll/will. Also neu bei CCR (mit der Confirmation Number!) eingelogged und die Namen geändert.

Die TPIN habe ich immer noch nicht.

Wieder zurück zu NSPIRES (inzwischen kann ich Username und Password schon auswendig!).

Tja, jetzt könnte ich zwar, aber ich darf noch nicht! Auf eine Anfrage im NSPIRES Help center, warum das MPE immer noch nicht als "Business Partner" bekannt ist, kam die Antwort, dass es bis zu 6 Werktage dauern kann, bis CCR den Eintrag an NSPIRES meldet!

Schon zwei Tage später kam folgende Email von CCR:

Congratulations! Your registration in the Central Contractor Registration System has been accepted. The next step is to obtain your Trading Partner Identification Number (TPIN). You must access the following web site by the close of business (8:30 PM EST/EDT) on 04/10/2005to obtain your confidential TPIN. To access the web site, you will need your DUNS Number and the Confirmation Number that was assigned during your initial registration.

On the page with your TPIN notification will be a button that will allow you to review you r confidential Trading Partner Profile (TPP). You can also use the following link along with your DUNS Number and TPIN to access your TPP anytime.

Auf der angegebenen Webseite stand tatsächlich unsere TPIN: 04301155

Jetzt war das MPE endlich mit TPP bei NSPIRES bekannt und ich konnte es registrieren – "vorläufig" nur, denn so einfach kann das nicht "irgendwer", z.B. der EBPOC oder der OPOC, machen! Aber eine NSPIRES "Registration Number" hatte ich jetzt: QBDBD.

Nach Anleitung war nun die Unterschrift des OAO notwendig (OAO?: Organization Authorization Official). Worauf? Hier ist die Antwort aus einer Email:

To complete the registration process, you must:

1. Print the attached .pdf form on your organization's Letterhead stationery. It must be on Letterhead stationery as this is an official request by your organization to NASA.
2. Have your Organization Authorizing Official (OAO) sign and date the printed form.
3. Mail the printed and signed form to:

NSPIRES Help Desk

To expedite your registration, the signed form can be faxed to the attention of the NSPIRES Help Desk at (202) 479-0511, but the original signed form must still be mailed to the above address.

Dann ging es flott weiter: Webseite gefunden, pdf-File gefunden, pdf-File gespeichert und ausgedruckt, Anleitung ausgedruckt, damit unser OAO auch weiß, warum er da was unterschreibt, und ab ins Sekretariat des OAO.

Tja, wenn nun noch die Sekretärin des geschäftsführenden Direktors (= OAO!) oder er selbst da wären ...

Am nächsten Tag fuhr ich schon auf der Autobahn auf dem Weg ins Institut hinter dem OAO her – er ist also schon in Reichweite und eventuell am Vormittag im Institut!!! Gleich nach Ankunft habe ich es geschafft, zwei blanko Briefseiten mit dem Briefkopf des OAO zu bekommen um das pdf-File darauf in Farbe abzudrucken. Nun noch schnell gelernt, wo man wie das Papier einlegen muss, damit das pdf-File auf der richtigen Papierseite so auf der Seite ausgedruckt wird, dass es aussieht, wie die NASA sich das vorstellt.

Den Briefbogen mit dem Antrag habe ich im Sekretariat abgegeben (mit einem Ausdruck der Anweisung, damit der "merkwürdige" Vorgang auch verstanden wird) und war der Hoffnung, dass der OAO unterschreibt, die Sekretärin den Brief faxt und per Post schickt und mich dann informiert, ob alles geklappt hat. Denn nur dann kann ich vielleicht mein Ziel in nächster Zeit schaffen und das MPE bei NSPIRES registrieren!

Nach einem Wochenende voller Hoffnung kam die Enttäuschung am Montag. Der OAO hat nicht unterschrieben! Die Sekretärin meinte, er habe wohl gedacht, das sei ein Beobachtungsantrag von mir. Er habe sich gewundert, die Anleitung offensichtlich nicht gelesen und dann nicht unterschrieben.

Also habe ich eine längere Email an den OAO geschrieben (mit Kopien an den Assistenten und die Sekretärin) und alles noch einmal erklärt. Hoffentlich ist der OAO nun am nächsten Wochenende bereit (er ist nämlich diese Woche und die nächste Woche nicht im Institut) zu unterschreiben. Ein Vertreter des OAO darf nämlich nicht unterschreiben - steht auf dem Formular!

Kaum wartet man eine Woche – schon kommt eine Email von NSPIRES, dass das MPE (die MPG) registriert ist! Und das noch vor der Hauspost mit den Kopien von der OAO-Sekretärin mit der guten Nachricht, dass alles unterschrieben ist!

Also: Ende gut, alles Gut!

Und wenn sie nicht (aus-)gestorben sind, können die MPE-ler jetzt nach Lust und Laune bei der NASA Proposals einreichen – natürlich nur, wenn sie sich vorher registriert haben, aber die "Affiliation" mit dem MPE sollte jetzt ein Kinderspiel sein ......
