person admits two things about itself: a) It has no clue how to achieve
the objectives the government asks for and thus shows it's incompetence
and b) the incompetence isn't recognized since that person prefers to
endanger people in the future as well instead of doing it's job and
working hard to learn what's necessary to fight terrorism in a "legal"
way.
The argument is usually: "Well, there's no solution other than the
illegal one." That shows one more time that they're not qualified since
humankind has to develop ways to deal "legally" with it. The most
gutless thing is to shrug and then hide behind poor excuses which lead
to further attacks. There's no option. You either do it "legally" or
you have to prepare for the more horrible consequences.
