In-work
poverty has steadily increased in Germany in
recent years and is above the EU average (in 2015,
9.7 % compared with 9.5 %), which partly relates
to the high proportion of part-time employment
(see European Commission, 2016a). The at-riskof-poverty
rate in old age (i.e. above 65) is also
above the EU average (16.5 % in 2015 compared
with 14.1 %) and the number of people at risk of
old-age poverty is expected to increase in the
coming years. Nevertheless, severe material
deprivation has remained broadly stable, hovering
just below 5 % (4.6 % in 2005 and 4.4 % in 2015).
