Ja. Das hat man nach dem Maidan-Putsch versäumt.
Wann denn? Die Operation zur Krim-Annexion ging ja schon los, da war die neue Regierung kaum im Amt. Diese Regierung hatte ja noch nicht mal die Gelegenheit, ihre Politik zu formulieren.

"Putin has said that he gave the first order on the morning of February 23, after Yanukovych’s flight from Kiev. Then, on February 20, they received an order from the president to begin a “peacekeeping operation” to blockade Ukrainian military installations in Crimea and prevent bloodshed between pro-Russian and pro-Kiev groups. Although it contradicts Putin’s account, the earlier date is consistent with other evidence.
