In 2004 three further audiotapes and—on October 29, days before the U.S. presidential election—a videotape addressed to the American people. Bin Laden wished to tell Americans, he said, how “to avoid another Manhattan.” September 11 had been a response to the United States’ “great injustices”—especially in Iraq and Israel. The issue was given added resonance when bin Laden himself suddenly appeared on a videotape that aired on October 29, 2004, only four days before the election. While bin Laden was living in Haripur he recorded a videotape, “Address to the American People,” which was delivered to Ahmad Zaidan, Al Jazeera’s bureau chief in Pakistan. Zaidan realized he had another big bin Laden scoop; here was al-Qaeda’s leader trying to insert himself in the U.S. presidential election, which was just days away.

On the tape bin Laden for the first time took explicit responsibility for 9/11, saying, “We agreed with the leader of the hijackers, Mohamed Atta, to perform all attacks within twenty minutes before Bush and his administration were aware of what was going on.” Bin Laden went on to exhort Americans, “Your security is not in the hands of Kerry, or Bush, or al-Qaeda. It is in your own hands and any state that does not violate our security has automatically guaranteed its own,” suggesting that al-Qaeda would stop its attacks if U.S. foreign policy in the Muslim world changed.
