CONCLUSION
There appears to be general agreement concerning the need to
transform the US military into a significantly different kind of
force from that which emerged victorious from the Cold and Gulf Wars.
Despite many assertions to the contrary, however, this support has
not been translated into a defense program supporting transformation.
As discussed above, the causes for this disconnect between the words
and deeds are varied, but are primarily of the US defense
establishment’s own making. While there is growing support in
Congress for change, the “critical mass” needed to effect it has not
been achieved. A new administration in 2001 may provide the badly
needed impetus for military transformation, but such leadership is
hardly assured.

Thus one can only conclude that, in the absence of a strong external
shock to the US defense establishment, surmounting the barriers to
transformation will likely prove a long, arduous process.
