While all EU members are expected to take part in the Growth and Stability Pact some, like the UK which had decided not to use the Euro, are not bound by the penalties. In fact, critics point out that the problem is that the European Commission never used its power to penalize a country for breaking the rules, preferring to informally rebuke them instead. Thus, by failing to impose penalties the Commission has shown that there are no effective rules on budget deficits or public debt in the euro-zone. Moreover, while some criticized the old version of the Growth and Stability Pact (which was reformed in 2005) as too rigid, the new version has so many exemptions that it is in fact difficult to breach it.
